Simply because of the awful RTE of hydrogen, if you have electricity and use it to make hydrogen then convert it back to electricity you will only have about 35% of what you started with. Compare that with a lithium battery where the RTE is over 90% or pumped hydro at around 70% and it is easy to understand that using hydrogen for power storage is the option of last resort.
