Are you sure it's not VIL/PASS holding up the testing due to lack of funds as the majority rules in any JV - I see no reason why GGP would hold up testing as they have the funds,would want the work as operator and would want a result as JV partner - it seems to me that VIL want/expect a result from Bongo to give them an opportunity to get a placement away so they can then fund FP.
