I can't remember the name of it but there was a study a while ago which found that after accounting for expenses associated with criminal charges (eg fines, imprisonment) it was found that insider trading is still highly profitable on average and represents a very good risk/reward lol
Criminal investigations and stuff only cost tax payers money, the courts don't do anything. Not worth pursuing for that reason so ASIC rarely does
