You don't understand what is a referendum.Constitutional referendums are designed so people voted based on principle. They are NOT designed so people vote based on legislation, you are not an MP.And just because you can conjure up whatever questions you have based on your imagination does not mean they are now "secrets" hidden by the government somewhere.
You are voting on whether to build a hospital, you are NOT voting on the plumbing and where the toilet will be put.
