I think you may be confusing yourself in attempting to build an irrelevant straw man argument. The current Voice referendum is asking for 2 things. The recognition of first nations people in the constitutions, and the enshrinement of the voice legislation. Therefore the legislation become key to asking people to support the referendum.
Had the government elected to remove the second part of the referendum question (enshrinement of the voice), this referendum would of likely won with an overwhelming majority.
