This is starting to become very concerning now.

The mining permits were granted, the infrastructure consortium convened, the Africans welcoming of the long overdue exploitation of their resources, the Offtakers were (partially) lined up...what is going on here?! Who is baulking?

Where is the fabled IPO to raise the necessary funds? Isn't that the logical vehicle for such matters...

One cannot fund major projects using 'Imperial Credits' or goodwill alone.
