That ann clearly states signing binding contracts and securing capital, not one of these but both of these are necessary to progress. Contracts and Money both required.
And RNU made this announcement, mind you in the lowest point of graphite price cycle in recent years.
Managements timing is an issue in my view , they have a track record of bad timing.
China's artificial pricing mechanism wont be an issue for the long term but in the meantime this market beast destroys anything when it gets a whiff of shareholder uncertainty and rightly so.

Why would we sell shares to posco now? When that announcement was made they had like 7M in the bank and it was over two years ago? We dont need their cash right now, it is very fortunate that we raised at higher prices to get minimal dilution, we have cash to start building a mine and concentrator, we dont need any more funds,. especially when the market thinks graphite is in surplus and is worthless, and while our SP is low.

I cant imagine a reason why we would need to raise cash now, and if we did, I would be pretty fkn upset.
