i believe Cawse Power Station was on care and maintenance since the mothballing of the nickel mine.as its a co-gen plant,it is tied to the nickel mine and can't be pulled apart and used elsewhwere easily,or economically.
Hence the reference to reinstatement costs.i.e. dismantling,removal,disposal,planting grass.
maybe a new owner will buy the site and look to restart the nickel mine,in the future and these costs will be deferred.
Who really cares anyway as long as we're out,got the money,made a profit and don't have to deal with the non-payers anymore.

Maybe they thought the company was in the poo and thought they could get off lighter.Doesn't look like they won that bet if that's what it was.
