    If you read Articles 1, 2 and 3, you might get an understanding of the delay.

    President FT made a secret pact with ex-President Kabila, FT would not touch any Kabila family, friends, businesses etc etc etc before the 2023 election.

    Maybe that explains a little of the lack of action of President FT.
