“Unfortunately the upper layer takes the ball out of JZ hands for now”

How was the deal “imminent” then all of a sudden depended on the “upper layers” in the last minute? If that was the case why didnt JZ just simply inform the market instead of being sly about it. Take ur head out of the sand, either it was never imminent, or it’s just a convenient excuse because there is nothing else to blame it on. No way the deal makers got to the final stages then suddenly asked for the permits. Pretty sure they knew there was no permit well before they engaged in the final stages of talks.
