Yes, the shorter sold them.
Monday - Steve buys 100 shares
Wednesday - Greg takes those 100 shares from Steve and sells them to Bob
no different to
Monday - Steve buys 100 shares
Wednesday- Steve sells 100 shares to Bob
The only "difference" is that someone else sold them. These shares were still bought and then sold. Why does it matter who sells them? As long as they're purchased in the first place (ie not naked shorting) then there is no problem.
