I believe the cash payment is for ineligible foreign shareholders only. Seems as though the alloted LOT shares to these ineligible holders will be sold by a Sale Agent on market, presumably once the scheme of arrangement has been completed. So there will be some selling pressure post implementation, IMO I doubt very much the share price at the moment is being manipulated because of this.
