I suggest you look at the queensland moratorium on shale oil mining for environmental concerns.
there is precedent for the queensland government to do exactly what you are talking about.
taxes etc are all federal government bonuses. state government, to a large degree, really only care about jobs
go take a look why uranium mining has had such a hard time in queensland - uranium mines barely create any jobs, but the environmental risks are large-ish
as for alpha.... I don't know if the few jobs on a single site are worth the politico-environmental risk.
however if it's lumped in with a green energy project. well.... that may be a different story.
