No "crime" unless there is more than one Peter and more than one Jim acting secretly, to achieve agreed outcomes in an agreed direction, using secret tactics to influence the market in a way that damages confidence.
The "crime" may not yet be legislated, and may be hard to legislate, but that does not alter the criminality of the behaviour, especially if the parties are not acting at arms length but are related in some way, with an intent to defraud the uninformed.
Co-ordinated pumps or dumps by related parties are the issue of concern. Just because something bad is hard to prove does not make it right?
