nugget the gov makes laws and projects with the aim of better managing critical situations. your scenario is apt in the sense that such conflicts occur where people aren't guided by law and have a grievance. some will never abandon their grievance as it pervades their life and gives them a sense of justice denied that enables their anger to be justified. some others see resolution of their grievance as the right way to alleviate their anger.
what the Voice could do is a) inform gov of the grievance, b) propose a solution or list of means to resolve such problems, and c) ensure such implementation is adopted in a way that all are aware the grievance has been resolved.
defusing conflict is always difficult as some love their grievances and don't really want resolution, this includes politicians as much as Aboriginal people. sometimes politicians needs counselling too.
