    AFAIK, disclosure must be made when a document is signed.
    Up to that point, it doesn’t have to be.

    So handshakes can be done, preparation made, people employed, buildings constructed etc etc and no ANN needs to be made.

    But, as soon as that pen marks the paper, things change. That’s my understanding of it.
