I think secretly the Japanese will be hoping NSW don't allow PEP11 gas to come ashore. They can hook up their carriers directly to the FLNG at PEP11, ship it straight to Japan. If PEP11 hits gas, I would expect instant interest from Japanese gas companies. JMO.
