In fact, the high cost of the first bout of EV's resulted from the need to retool the manufacturing process. The actual EV itself, is a much simpler vehicle that the ICE vehicle. It will not be many years before ICE will not be able to compete with EV's. Certainly, there will be minimal upgrades in the ICE world, EV's are already the area of rapid advancement.
