The Ukraine is not winning because most of its southern/SE Oblasts
and the Crimea is effectively part of Russia with the majority of
residents there being either Russian Citizens or will have to be
Russian Citizens before mid 2024 in order to access social
services.

Lets face it, due to the war, the majority of residents remaining in these
4 Oblasts rely on social services because the economy generally and
the businesses have been wrecked.

So as the Godfather said: this is "an offer they can't refuse"

Most of the residents of the Crimea are already Russian Citizens, IMO.
