Agree @connellmo. ’jointly created’ an interesting choice of words, what does that actually mean?
It reads to me as not yet commercial ‘work with.. to develop’ so not yet material,
but they appear to have spoken with and have interest from local council(s) based on the wording ‘will be first made available to municipalities’
