ROI?! Will they abolish the other voice type bureaucracies like the NIAA or keep them? NIAA alone chugs 5Bn and produces nothing according to the Yes side.

The yes argument has been against itself the entire time. We need a voice cos the current voice NIAA is useless. 40Bn isnt enought we need another 40Bn. Etc
