Imo because I'm not someone else, the NTECIs in place because Biden gov put into legislation making it complusory to communicate with all stakeholder, becoming a must tick off box to any approval, even though it was already happening thus becoming a formal must. In the mix to opinion will be who the NTEC represent or if the locals actually recognised them, I think they would need to as it wouldn't be in their interests to be anti the NTEC as well, looking like a protest group against everyone and everything.
