It wasn't done that way in the last 44 referendums and it never will be. Holt didn't bother answering No voters what is the definition of an Aboriginal or who is going to do the census before the 1967 referendum, nor should he.
No one is going to tell you where toilets will be built or what surgery will be performed before voting on whether to build a hospital.
