Atrocities are never OK no matter who does it.
If putin or anyone else ordered a hospital to be hit that didnt have a legitimate military target then that is a war crime and should be prosecuted.
I made an observation that unoccpied medical facilities must have been hit (1000 attacks with so casualties) which would indicate they were either damaged by a nearby strike (i.e. not the target) or perhaps in a warzone where they were mostly evacuated and used as military fighting positions. It does seem as though the russians are minimising casualties in strikes on medical facilities. They could easily target big hospitals in major cities which are no doubt full of wounded soldiers but they dont, why is that?
