Well, it hasn't worked so far. Maybe it will in future, but time is running out.
I don't think arbitration was the one and only choice. AVZ could have tried
selling the project, doing a joint venture with Zijin or someone else, paying
a larger "consulting" fee, etc.

Other foreign companies have got MLs and now have working mines in DRC,
so it is possible without arbitration.
