In summary, with references to "offshore" removed, and "CCS & Seismic" added not only had Professor Michael Crommelin who has been published extensively in the fields of energy and resources law, suggested it had a "high chance of constitutional validity in coastal waters and onshore" but the strengthening of restricting CCS and Seismic is a death knell for PEP-11. I don't think it would be feasible for a floating gas plant in PEP-11 (especially not from just one well at Baleen).

Do I think this legislation will pass? Well, no.. it was a Liberal/National plan, Labor would want to take credit for whatever plan they have for PEP-11, instead of seceding political ground to the Coalition. However... could Labor enact their own version? for example, a version that removes references to "offshore" (which they don't have jurisdiction over anyway..) and instead add restrictions on seismic and ccs? well.. that would be bleak for PEP-11's hopes.
