Thats one way to look at it. Another is that uplifting Cong's sale price would remove one element of the blockage, namely any efforts Dathomir is making behind the scenes to undermine AVZ. Then if they are also trying to palm off the north to satisfy Zijin/Cominiere, that might be another part of the chain unlocker. Of course MMGA are likely doing this on Chinese orders and to feather their nest, but it might just present one path forward that ends with AVZ constructing a mine. Or hell it might not, and they are waiting to sweep everything out to our opponents.
