    But if a voice advice got ignored or rejected, the Govt of the day has to explain why

    Why does the government have to explain why it (hypothetically) ignored advice for an 'advisory' committee with no substantive powers?

    Where does it say in the information publicly available that the voice would change parliamentary process to require governments to report on and disclose advice provided?
