It's interesting timing, but Hess is a partner with Exxon in Guyana and there might be preemptive rights. I wouldn't put it past Exxon to have a look given the 11bbo they have found.
Either way there is a South American/Caribbean renaissance in the oil/gas patch. Also it's well away from the Middle East and the oil price might shoot up soon.
