To your point (somehow thinking you've called me out), they had the intention of building their pilot plant and commissioning it by Q4 2017. They didn't produce product until Q3 2018. Did they get there? Yes. Was it their intention for it to take 3 quarters longer, nope. You can cherry pick all you want, they've been unreliable and unrealistic (scheduling/timing) with the info they put out 100% of the time. Wait, for you genius literalists out there, 99.9% of the time would be more accurate and should shut you up.
