There is no difference except legalities in the ceremony.
Civil celebrants do not have to marry couples if they do not desire to.
Registries must.

"If marriage is about morals it is not government business in my view. Governments are about public servants, law and police. They don't enforce morals or manners."
Government reflects society's morals in legislation.
People want divorce and a streamlined marriage they get it.
