Don't think it's a coincidence this was launched right after the LTR fiasco. Best interests of both parties to get the price up to make it harder for any other party to build a blocking stake. Maybe it's taking this long as there would be a conditional offer the lawyers have to go through, e.g. if MRE is over x then the price will be increased etc.
