Im tipping the reasons for the Exwankerbanker slowing down the advancement towards building Carbonate Plant is that his Company hasnt got enough cash flow to commit to it and therefore getting a study done that slows the process would only be in his favour... could this be another reason BL was shown the door as imho and I still believe BL was the Exwankerbankers puppet unforunately...who cares about Hydroxide we have a Carbonate Plant sitting there gathering more dust when it should already have been commissioned and the parts required to get that cash cow going should have already been ordered so totally agree, the Exwankerbanker still gets 25% of profit once up and going, but greedy bankers are never happy with a little slice of the pie they want to control everything and KP has had control and was driving the bus until BL's departure imo.
