    Mate, HIO has already applied for a mining lease .. Given the NSW, SA, and Federal government's significant projects, it gets several waiver rights to skip time-consuming environmental studies ..You can read in detail in the scoping report in chapter 8 here - https://www.planningportal.nsw.gov.au/major-projects/projects/hawsons-iron-ore
