I prefer after the close, more time to digest. Better than 10 min before open. But agree with others, a company selling financial software shouldn't need until the very last second to submit. I can write a program using mid 80s " Basic " to record and process any payment and move those numbers into the relevant columns. On each 1st of the months the 4C would be done. Year 10 IT students of course do it these days a bit more efficient by using existing software that needs a bit of adjustment.
