All I am saying there is something odd here that doesn't quite make sense to me. 25 years until the ML need to be renewed, not all the land will be distributed in the first year or two or 10. Clearly they can't access land they don't have rights to access, but at time of application which is when you submit documents for review anticipating approval on the basis of those documents it does not appear to be a requirement as far as I can tell. If it was the minister wouldn't have approved the ML for granting I would have thought.
