Your correct, that's what I'm thinking as well, he also said that because of the signing of the ML has been delayed it's also has delayed land Acquisition which has caused further delays by people known as Bush Lawyers which is holding that side up. Need to watch and listen to the video very carefully, So the ML can be still given without all the Acquisition being completed, That's why IXR and RRM are having a dig at the ML delay by the Ugandan Government....
