China are the major supplier of rare earths and they have restricted exports due to internal demand from Chinese Manufacturers. They have been lower exports steadily over the last few years.
There have been lots of articles written about the upcoming shortage (and price rises) of rare earths.
I would expect further restrictions to come, so I can't see prices coming down in the short to mid term.
