There is a rule of war that combatants cannot use the civilian population as human shields. Israel gave the civilians of Northern Gaza 2-3 weeks to flee. Hamas continues to hide behind them, continues to illegally hold hostages, continues to use the power they have for lighting up tunnels rather then hospitals.
