Let’s assume that someone eventually buys the remaining 20% of shares on issue they, at best, can still only have 40% of AZS. Still not enough for control unless some other holders sell to that entity to push it over 50%.

Nothing is stopping AZS from issuing shares to pay Creasy for his 40%. In turn, diluting everyone in the process.
