All of the benefits of these interventions weren't available or understood at the start.

Some things were done that with hindsight were not as good as others.
Wish they had used steroids earlier in Italian icu's
They could have got immunisation going earlier .
They could have recognised aerosol spread as being the main game a little earlier.

But basically , the best apparent evidence available at the time was used.
As more evidence became apparent [ steroids in treatment for instance] , interventions changed.
