There is no real difference in terms of dilution between a CR and a JV partner. The benefit of JV's is if the JV partner wants some of the off-take and/or provide loans to build whatever to provide the off-take.
Lets just wait and see what the DOE has to offer. The BMI conference starts in a week. A day for Shaun to fly over and he'll want to go to Vidalia first hopefully to cut a ribbon and sign something with a lot of zero's on it.
In Ford's with LTR, they provided a $300m loan to just secure some of the off-take
