I might be wrong, but I think trying to achieve a MOU is part of the ICSID process, together with an ICC determination.
So if DRC wishes to sit on the MOU, so be it, let them sit.
Could well be pretty uncomfortable at the end.
I believe the MOU has been handed to the MOJ a while back and it is on her desk.
The DRC, if required, can work very fast, or at a snail's pace.
Just consider how it looks like for an ICSID court, if you try to play silly games.
