Yeah, I get your point red-frog, and it's a good one.
It's a pity that FFX and Leo are related (still).
It does look like they have to tread very carefully, and softly.

I just wonder at why FFX didn't just put the mine on care and maintenance, and then go and have a heart-to-heart honest talk with the mines minister and explain the problems, like reasonable and intelligent people, and then work something out together.

What stopped this from happening?

There seems to have been a lack of respect paid here, perhaps by both sides.
If so, then my assumption would be that both sides have inadequate and improper leadership.
This usually results in both sides failing.
