Well I guess that's the point about uncertainty, isn't it? There is a vote which most believe is a fait accompli, but a vote nonetheless with an element of uncertainty? There is also that phrase "in the absence of a superior proposal" which also adds another element of uncertainty? But I gather you don't see any uncertainty?
