CO2 levels remained relatively constant at about 280-300ppm from approx 800,000 years ago till the industrial revolution where they have increased almost 50% in ~250 years. (Although the rate is much more rapid now than it was at the start of the industrial revolution) it's the rate and timeframe that these changes occured at which is what is concerning.
Now, either this was a coincidence, or that CO2 was released by human activity.
So in short, a "safe" amount would be back to that 280-300ppm range.
