Agree largely. In this case I don't think the news is 'failure' like PL3, that would warrant an immediate release. It'll be more along the lines of, well no one is really that interested (this will be a read between the lines), and so we have all this cash, we may as well spend it on more development. Maybe after another 12-24 months we have something people may want.
Specs are bad in that generally the BOD's are fairly 'average' (hence the are not on blue-chip boards) and often see shareholders as a necessary evil. They can more easily get away with being opaque and using smoke and mirrors to their advantage. Used car yards with used car salesmen.
