IMO it is. The Steering Committee of the BMT CTN i.e. Dr Levine of course (the incoming Chair), but most importantly the current (outgoing Chair), and equally importantly an ' overwhelming' majority of the other members must have resolved to agree to a clinical trial proposal that had a reasonably sufficient degree of specificity of the trial program to it to enable a confirmatory vote regarding the commitment of resources to it, don't you think?
