Someone correct me if i'm wrong but I believe they've used up their 15% placement capacity, and literally just obtained approval for additional 10% placement facility but it appears they can't touch it for 12 months.
So perhaps our board were motived and pursuaded Dr Neesham to exercise his oppies to assist raising capital, and he obliged...
