Dr T has made numerous comments about bargaining from a position of strength. It seems to me that a primary goal of the updated strategy is to outline a viable path to success that does not rely on a partnership or large raise.
It does not exclude a partnership or licensing agreement if one came along on favourable terms. They just haven't happened yet.
